Translation service and dictionary.

4 methods give you the meaning of word 
English -> English
French -> French
English -> Arabic
French -> Arabic

this web service is a demo service using .NET technology 
I am still working on it to make it more useful. The return value is 
just string separated with pipe char now, and I am working on a 
return schema now.
